THE RECALL ELECTION

This Recall is about Gray Davis' corruption, poor performance, and lack of leadership. More than that, it's about a corrupt, dysfunctional political system which serves special interest groups. The budget crisis triggered the recall, and the people of California now see an opportunity to restructure government and politics. This Recall is a resounding vote of NO CONFIDENCE in the elitist status quo. YES ON RECALL WRITE IN: DAVID SCULLY

1. Gray Davis was incompetent in handling the energy crisis. 2. Gray Davis was incompetent and imprudent and failed to exercise leadership for letting the budget baloon during the dot-com bubble. 3. Gray Davis is corrupt. He sells legislation, especially to the teachers'union and other unions.
EDUCATION High-quality, educational opportunity for ALL is Governor Scully's top priority. ALL schools MUST be SAFE places ALWAYS ! If this requires MUCH more security on campuses and more sorting by behavior, So Be It. Standardized testing will be a core element in this educational restructuring. This will help make schools accountable and enable meaningful assessment of learning. Even more important elements of this educational restructuring are Choice and Flexibility. All students must master fundamentals (the 3 R's, Government, Computer Skills), but beyond that, parents and students must have the authority to choose what to learn and how. This means an EDUCATIONAL VOUCHER SYSTEM, not just for the luck few in the most extremely horrible schools, but for ALL students. Governor Scully's Philosophy of Education
THE BUDGET

57.2 % of the General Fund is spent on education.

That's more than half the budget problem. Contrary to popular misconceptions, NONE of the money goes to the children. It ALL goes to teachers and other staff, who adopt politically correct liberal positions or get screened out of the system. The AVERAGE teacher's salary is $55,000 ! Some teachers make $80,000 ! One superintendent duped a small rural district into a contract that netted him a half a million dollars in one year ! A lot of this money is recycled to the teachers' union which pays MASSIVE BRIBES to Gray Davis. Teachers are REQUIRED to pay union dues, even if they decide not to join the union. Their earnings can then be spent on causes and candidates they don't believe in! More than half the $100 budget is misspent funding a huge liberal organization that mass produces flakiness and incompetence, producing rude, violent, poorly informed and misinformed youngsters who can't think clearly. Fairield's Crop Circles Education doesn't need new schools or higher salaries. It needs choice, flexibility, and accountability. As Governor, I will completely cut off state funds to all schools of education. The ridiculous teacher education courses are propagandistic in nature and are counterproductive to quality education. Credentialing programs in the colleges are part of a VAST LEFT-WING CONSPIRACY to spread liberal progaganda. I will eliminate the credentialing department as a state agency. It can be privitized and handled by agencies analagous to school accreditation agencies. They can simply test teachers for competence and let the schools decide whom to hire. The crazy system of educational funding that includes grants and categorical funding, as exposed in the Sacramento Bee this year, must be eliminated and replaced with a simple, understandable, reasonable and fair system. This system, where school districts gouge the state budget for job-description duties such as taking role, is just another example of legalized theft by the corrupt, greedy liberal education network. PRISON SYSTEM and LAW ENFORCEMENT

Restructuring of this system will result in savings and a more functional system. Isolating prisoners from one another as a standard operating procedure will increase each individual prisoner's opportunity to rehabilitate him/herself. Associating with other prisoners is a harmful influence. It will also result in cost-saving economies, as prisoners will require less supervision. It will makes prisons safer for prisoners and guards and make the state less liable for violence-related litigation and workers' compensation claims. The Correctional Officers' Association has paid massive bribes to Gray Davis. All excessive and wasteful spending attributable to this during Gray Davis administration will be audited, exposed, and rectified. Savings can be used to fund more Security Officers in the schools, where they are desperately needed.

Audit, Workers' Comp Reform, Job Friendliness

I will have a blue ribbon think tank audit the budget for other ways to cut costs and stimulate the economy. Some of my colleague candidates have mentioned Workers' Comp Reform in line with Arizona's program, and tax breaks for job creation. These are good starting points, and I will invite my colleage candidates to contribute their talents to my administration when I am elected Governor on October 7.

Law Reform Simplification and Understandability

Ignorance of the law is no excuse, and there is no excuse for confusing laws. As Governor, I will commission a blue-ribbon task force to codify and simplify the law in ordinary language, with simple, understandable and well-organized summaries. I will pass a law that makes it harder to pass laws, perhaps as an amendment to the Constitution. Too many politicians pass laws for personal career advancement to brag on their resume how "busy" and "productive" they have been, when all they're doing is creating confusion, and paying off special interest groups, and buying votes. Also, I will make it unconstitutional to include "Rider" laws in legislation. This is the horrible practice where legislators sneak in laws with other laws that are often totally unrelated, hoping no one will see them, often at the last minute, at 11:59 p.m. just before the last votes to end an exhausting session. Laws must clearly be on ONE specific subject and must be available for careful study for 90 days, and available for another 90 days for review if so much as a single period or comma is changed. These strict measures are required because of endless abuse. I will have a blue-ribbon panel make recommendations for campaign reform and campaign finance reform. Campaigning will be limited to a reasonable time before elections, to eliminate the endless campaigning we now have. And, without compromising the Free Speech rights of the wealthy, Governor Scully will enhance the free speech rights of the non-wealthy, ensuring all a real opportunity to be heard and to serve in office. We want real debate and discussion like we hear on a.m. radio, not just the ads of the wealthy and unions. Also, I would make it a law to prosecute district attorneys who don't prosecute fairly. Failure to prosecute liberal white female teachers who have sex with and conceive by 6th grade boy students, failure to prosecute Mulholland for threatening the life of Gubernatorial Candidate Colleague Schwarzenegger - this will be a crime and will be prosecuted.
THOSE ARE THE MAIN PLANKS OF GOVERNOR SCULLY'S PLATFORM. The following are his positions on the other issues, which he refers to as the "litmus issues" ABORTION. Though Governor Scully finds abortion personally repulsive, he believes this is a moral issue with no simple answer. Women have rights concerning their bodies and their health and men and women have the right to make decisions about parenthood. Newborns have rights, too, and science, religion, and custom have to be consulted to determine what those rights are and when then begin. These are issues for careful, concerned debate and deliberation. Science and technology and educational TV are contributing to understanding the issue. Governor Scully finds abortion as a means of birth control to be repulsive, yet he is aware of the responsibility for the people of earth to manage the birth rate. He would not legislate to change current laws, and he respects a woman's right to choose. Governor Scully would vigorously prosecute all violent activists. ENVIRONMENT. Governor Scully is a strong environmentalist and also an economic realist. He believes the two must be given strong consideration in all decisions. An admirer of the "tree-hugging" tree-sitters, he deplores the actions of eco-terrorists, whom he would prosecute savagely. He would have blue-ribbon environmental advisors, but would shun extremist environmental activists who lie or exaggerate. GUN CONTROL. This is another complex issue like abortion, and Governor Scully sees both sides. Youth and criminals and angry people with handguns or assault weapons are a danger to society. Yet if all weapons are outlawed, only outlaws will have weapons, and good citizens will be unable to defend themselves, their property and their loved ones. Governor Scully has travelled to remote areas frequently and is aware of the necessity for one to be self-reliant. He would not change current laws, and would have blue-ribbon panels carefully study gun control issues. TERRORISM AND WMD. Safety is critical, and, like the gun control issue, this is a matter for engaged national debate, and blue-ribbon expert counseling. Governor Scully would fully support President Bush in his efforts to keep the country safe now and and in the future. BORDER ISSUES. Governor Scully is fully aware that we have a border problem that runs from the Pacific Ocean eastward to our neighboring state. He personally finds the people on the other side of that border to be ignorant, offensive, bad-smelling, and undesirable in many ways. However, under current federal law, Oregonians are permitted to enter California without restriction. His advice is just to watch them and avoid them. Our Mexican neighbors across our southern border, by contrast, are a delightful and lively people, who, in general, are more friendly than other Californians, and more excited and happy and optimistic about life in California. Governor Scully studies Spanish and listens to Spanish-language radio. He encourages all Californians to get to know these good people. He believes safe and friendly border laws should be enacted and respected. The reality is that 39% of California's population is Hispanic, and their birthrate and rate of immigration ensures that they will dominate California's government in the near future. BILINGUAL EDUCATION. Governor Scully understands that, by far, most Spanish- speaking immigrants want their children to be fluent in English, the primary language of this country and, indeed, the de facto international business language. Bilingual education, like most special school programs, is primarily a jobs program, feeding the school union empire. While he practices Spanish himself, Governor Scully, like most California Hispanics, is against wasteful bilingual education, and knows that children are much better off learning English as quickly as possible. GAY ISSUES. The government has no place in the bedroom, regulating people's personal sexual behavior. No one should be discriminated against, or deprived of the right to live and work and enjoy life as good citizens. However, special interest groups do not deserve special treatment that others don't get. Governor Scully values our cultural traditions, and believes they should not be trifled with lightly, for the sake of fashion. Marriage is a tradition deeply rooted in all societies, and they all define marriage to be a special bond between a man and a woman. The laws do not need to be changed. DEATH PENALTY. Some people's crimes are so heinous, they should be executed quickly. But, there has been much media exposure lately of mistakes made. No position. No changes. Evaluate carefully. DRIVER'S LICENSE FOR UNDOCUMENTED. Give them a foreign permit to drive, but not a California Driver's License. Too much possibility of voter fraud and terrorist infiltration. LOWERING THRESHOLD TO 55 PERCENT FOR PASSING A BUDGET AND RAISING TAXES. No. OVERTIME FOR MORE THAN 8-HOUR WORKDAY. Yes. AFFIRMATIVE ACTION. Against. It is divisive. It is unnecessary. Campuses can be made diverse and multiracial and multicultural by having partner universities within universities. In other words, targeted minorities can be included on campus and in classes while being enrolled in a separate college, and admitted to the university when qualified. Read and Dinesh D'Souza's "Illiberal Education" for the best explanation of the negative effects of affirmative action on minorities and society in general. RACIAL PRIVACY INITIATIVE. I support it because I support Ward Connerly who has bravely been fighting the good fight. In theory, there is nothing wrong with collecting racial data, but Ward is fully aware that this information has been and will continue to be abused by liberals and those invested in racial divisiveness. They are like naughty children and we have to take away the toys that they can't play with responsibly. LEGALIZING PROSTITUTION. Supports. Today's internet and media world is very different from the biblical days of nomadic desert tribes. Today's society perversely equates immorality with enjoying sexual activity, while glossing over mortal sins such as white-collar corporate theft of billions of dollars, violent crimes (considered frightful, but not immoral), abuse of the justice system (including perjury by a president), and cynical government contemptuous of the welfare of the people. Consensual, contractual sex by mutual agreement for monetary compensation is the only safeguard men have against malicious and arbitrary claims of rape. (It is the current fashion in Davis, Ca for American college girls to report imaginary rape claims, for which they are not even prosecuted). Also, as professional working girls are medically evaluated, the public health is enhanced by the reduction of disease transmission throughout the general population resulting in reduced health care costs with concomitant reduction of harmful budget impaction. Budget will be enhanced from taxed earnings and increased tourism. Studies have shown that clients can find extraordinary stress reduction with professional women with a positive impact on their relationships with significant others, whereas extra- relationship affairs can be quite harmful, thus benefitting the positive effects on society of stable personal relationships. As Governor, Mr. Scully pledges to respect the dignity of the State Capitol by not engaging in sexual activity there (certainly not during office hours), with fat, unattractive, shallow interns. As Governor, he will certainly consort with only first-rate beauties, befitting the prestige of the Office. LEGALIZED GAMBLING. Supports. The liberal education system has the lottery for funding, so the state actively participates in gambling for funding already. State will benefit from stimulated entertainment industry and taxed profits. HOMELESS VETERANS. Governor Scully believes that veterans should always have a safe and comfortable place to sleep and shower, and sufficient nutritious food. They have already earned it. Therefore, the first day in office, he will clear out all buildings of the department of education and the teacher credentialing buildings and refurbish them as free housing for veterans. Two meals a day will be provided throughout the state for all veterans whenever they wish. AIRLINE SAFETY. Will introduce a bill requiring all flights to have two planes: one for passengers, one for luggage, no carry-ons for passengers. This will enhance security exponentially.
